Ms Banerjee said, “Laxmi Bhandar is about a woman’s right, a symbol of our respect for her. For 29-year-old Sushma Ghosh, a housewife and mother of two, who queues up to collect a form, an assured income of ₹500 per month is a big help. “My husband is a driver. He hardly earns ₹ 10,000 per month. For poor people like us, ₹500 per month is a lot of money,” she said.
She was among thousands of people who applied for Laxmi Bhandar at Krantipur Duare Sarkar Camp in North 24 Parganas district, 30 km from Kolkata. Argha Mukherjee, the block development officer in-charge of the camp, said, “70 per cent people here are for Laxmi Bhandar. We had 8,000 people in the first three days of the camp and 7,000 of them were for Laxmi Bhandar.”
The eligibility criteria for Laxmi Bhandar are between 25 to 60 years, unemployed and not the recipient of any pension. It has become controversial. The opposition BJP says that the Trinamool Congress in its election manifesto had promised Laxmi Bhandar for all the women of 1.6 crore families of Bengal. But out of five crore women in the state, only 1.85 crore women were being given this scheme, the BJP said.

“No job, no pension eligibility criteria means women getting any kind of honorarium from the state cannot apply. The government has done this because it does not have enough money for the scheme. More than half the women are being kept out of the state. We want all the women of Bengal to be benefitted.” There is some uncertainty whether women working in ICDS or as ASHA receive honorarium but do not get salary.
The opposition wants to make a hole in the scheme, as 50 per cent of the nearly 3.6 crore women voters in Bengal had voted for the Trinamool in the last assembly election. Some polls say that the Trinamool garnered 13 per cent more women votes than the BJP to take a winning lead.

But how much will Bengal have to pay for Laxmi Bhandar? The allocation for the nodal Department of Women and Child Development and Social Welfare was tripled this budget, presumably to meet the bill. From ₹ 5468 crore in 2020-21, the allocation rose to a whopping ₹ 16,046 crore this year. The department was unwilling to share the numbers as the whole thing is in progress, but from the budget allocation, Laxmi Bhandar could be worth ₹10,000 crore.
